Well, if you don't want to paint, aluminum would be your best best. It's definitely easier to shape, however it will still require some maintenance, it can oxidize over time. Stainless steel is not easy to shape that much, but it can be done. Have fun with it!

Just a thought about your english wheel setup "flexing". Have you tried using a ratchet strap, to tighten the frame?
I haven't, it's gotten me by so far. I have plans to build a larger, stronger one very soon. Thanka
