Well since they're implementing it in ZZZ (confirmed too...granted not sure if it's jut for 1.4 since Hayabusa's being given for free) and supposedly HSR too it could go either way. From what I saw in the video the person they're claiming is Hoyo who denied it is likely a community moderator (which means unpaid volunteer 99% of the time) or the HR staff of their website and they're almost always kept in the dark on things like this anyway and at best this is a response Hoyo told them to give if they don't know the answer. Regardless I don't know why they never just bother with doing it this way anyway as those that want the character will get them either via paying for them or using up their stock of primos they had piling up for months...hardcore whales (their main target audience) will pay all the cash they have and go into debt to C6 pretty much every character in the game no matter what which is where about 45% or so of Hoyo's money is probably coming from while the rest is on smaller purchases (one to 3 of the crystal packs every year, maybe 12 months worth of Welkin/$60 (the only thing that's honestly fairly priced imo and is pretty much the only thing I buy for the game now and even then maybe 5 welkins per year/$25 or so), or a couple battle passes per year. And those that want both characters but can only afford at least 1 character but don't want to buy anything will use whatever gems they have only on the most wanted character...with that said with a system that lasts the entire patch said person can get that one character they want more and if by day 41 they used up all primos and got all primos that patch and previous ones gave and they're only say 3 to 5 pulls short they may be more willing to at least spend on the welkin pass or one of the smaller crystal packs to get that final bit needed to get the 2nd character too (throw in the advantage with going welkin is that it'll give them additional pull resources up to roughly 20 to 25 more pulls for the next few weeks if they log in daily for a later character or the next patch's character if they wanted them too (granted they'd probably skip the 2nd character in the current banner for the next patch though unless they want them less than the current character). Other advantage of this system would be it allows more re-runs to happen when more than 1 new character is added to the patch if they do 2 new characters banners, and then 2 re-run per phase for a total of 6 character banners per patch since for whatever reason they seem to not want to do the chronicled wish banner again or find a way to put them into a permanent banner like they did with HI3rd (supposedly a law forbids it...gonna guess HI3rd released before said law was made and that's why they still move new characters to standard banner after a period of time passes (a year or so)).
I like the new system, but tbf it does not solve awaited reruns. Like this patch, only one limited 5 star was released, what if there are none new, the 21 days are onlu for reruns, etc etc
