    Unknown IC1 is a HT1621B and "Green capacitor" is a NTC thermistor as it says on the PCB :p
    Holtek HT1621B is the LCD driver. NTC is there probably for the temperature reading, room temperature?.

      Looks like it's a PTC actually which might serve as input protection. If there is a huge current surge the resistance goes up and limits the current.

    I’m a qualified electrician with forty years experience.
    That meter is and will be be perfectly fine for test mains AC and current just don’t test any voltage higher than what the meter maximum range it probably rated to 700v ac max and 1000v DC so checking the voltage in your house will not be a problem even three 400v phase , If you know what you’re doing. If anything goes wrong there worst that will happen is it will blow the internal fuse. No different to the fuse in the plug for your kettle. Or any other electric appliance . That’s why the fuse is there . To protect the meter. Don’t believe the BS about it be made in china most if not all your electrical appliances in your home wore made in china and you have no worries about plugging them into the mains and using them. Know that meters limits and don’t push it beyond those limits. Then you won’t have any problems.
