Tough Question, I think if your idea is conveyed or emotion is conveyed whatever you wanted to say that's a finished work. Like aapne free scribble kiya lekin idea hi wahi tha to wo complete hai.

Perception is key in most of artworks. Skill can be judge easily in certain amount of parameters but hard to judge the ideas and values.
