I believe homeless stay around LAX because they rather deal with LAX police than other police agencies out there. I was in Moorpark a while back, and a Ventura Deputy kicked a homeless.person out of Moorpark because he was napping on the grass outside a church. He had a bench-warrant, but the Deputy used discretion, and told him to take a 40 minute walk to Simi Valley. I would gave the guy $20.00 to take a bus, and get something to eat.
