He was never in danger from the Chamber because he was a pureblood, which Harry pointed out to him. It was that blood which also protected him in the year of Snape's headmastership. The Sword appears to any worthy gryffindor who asks for it. His growth was due to friends and his own choices; not luck. You could argue that the whole Weasley family was lucky when Ron chose to sit with Harry on that first train ride. Arthur even says so when they thank Harry for saving Ron's life in HBP. Their family would have been further reduced were it not for Harry saving Ginny, Arthur and Ron on various occasions. Draco's luck came from the fact that no one seemed to check any of his wrong-doings. All the way through school apart from the ferret incident) he never gets punished for being a little thug and a bully, whereas Harry always gets the sticky end in their encounters. Even when Harry uses Sectum Sempra and nearly kills Draco (which was unintentional on his part), the fact that Draco was about to use an unforgiveable curse seems to go unnoticed, let alone unpunished.
Somehow I don't think Umbridge's non- rescue would have been a "tragedy." It would have been no more than she deserved.
