I think part of the issue is the idea that bigger and badder means better. Unstoppable monster with no twist has very little in the way of narrative possibility or intrigue. The best SCPs are often the ones sort of built like a puzzle where they are only a threat if you meet a certain condition or fail to meet a certain condition they're something that even the average joe could potentially survive if they had the right information to work with.
It's such a nifty coincidence that almost everyone who undergoes past life regression remembers that they were once a king, or a famous artist, or a Spartan warrior, instead of what is much, much more likely: Exploited Peasant.

This skull has lingered in my mind since first encountering it in Containment Breach. It’s not a harmful SCP like everything else in the game. It’s just a skull that shows you atrocities that happened to another person before. And that’s what made the SCP memorable to me.
1123 is a prime example of some pieces of the past are much more darker than we remember. Likewise, some experiences aren't as rosy or giddy as we like to think. But, said atrocity skull is a grim reminder of how the past, for every good, there is an opposite, traumatic horror. On top of that, it is just another example of how succeeding generations are motivated to be better than their predecessors, largely through peace efforts and anti-violence. Considering the power and influence of the SCP foundation over world leaders, they could easily make it a requirement that all world leaders must touch the skull. Since most of them come from privileged backgrounds, experiencing life through the eyes of the poorest and most tormented would give them a better perspective on the impact of their decisions.

If this SCP really existed, the stories you will see/hear/feel from this SCP aren't fictional and that's the most horrifying thing of all; it's no hard-to-kill reptile or a cosmic multiversal being -- just the simple fact that these tragedies have happened and continues to happen in our world and that is something we should strive to change. Never forget these atrocities.

Every time I read about this SCP or hear the song made by Glenn Leroi, I always feel very sad inside. It’s a really emotional SCP, probably the most heartbreaking one I have ever seen before…
Its nice to hear that the foundation stopped experimentation bc of the upsetting effects, even though D class are super disposable. Really reminds you that the foundation is cold, not cruel.
Decades later, a D-class touching the skull might feel the sensation of having their neck kneeled on by someone. All they can say is "I can't breathe" regardless if they are fluent in the English language or not.
While I'm sure the Foundation would never allow it, it'd like to think that at least one D class had a memory of someone saving their kid before death, and the kid was still alive at the time of touching the skull. So after a request from the D-class, the foundation let the D-class seek out the grown up kid and talk to them about their parent, passing on any final words or thoughts that the parent might never have had the chance to tell their kid before death.
It either shows something from a previous incarnation of the subject or it pairs the subject with a match that can be understood in order to be remembered(the skull matches the subject with the event that it is considered hardest as an impact for that person to understand and mourn). This skull is a helping hand to understand how pestilent acts affected humanity and can also give insight to inconsiderate psychopaths to awaken their emphaty while helping to give a report on certain historical data. The ancestry choosing of the skull it is choosen to tighten the connection between that cultures also thru the individual experience. An old analyzing judging spirit resides in that skull and will give a darkness to be understood and maybe analyzed by the person punished to touch it. It is the best cure for criminals as well as making them helping the humanity tribe thru their report.
