More than once they have asked me: Have you applied for another PhD position? The first time someone asked me that I got confused. Do they want me to say: no this is the only position I have ever considered in my life

I have been notified that I have been placed second on the panel for a PhD position and should the person who has been placed first, be unable to accept the position, I'll be offered the scholarship. How should I respond to this? I'm extremely grateful but would like to know when to "move on". Would it be appropriate to ask for some clarity on when the other candidate has to accept the position or not? Phd interviews can be burial. A Phd is so worth while they pay off . I loved ♥ doing mine. I got a great 👍 job ..... on graduation 🎓.
