My first thought about the "careful civilian" who "suggest(s) pain" is that she's a dominatrix, coming here to satisfy one of the Pirate Lord's kinks. She calls herself a civilian to preserve her client's privacy.
I've been looking forward to this! I'm well on with my own solo adventure now, but I definitely want to see how things go for Anselm.
You said that there was little chance that there was a guard patrol or anything that might help. Knowing that he is on a pirate planet, those 6 guys could have been the city watch, or what serves as a guard patrol, "saving their city" from the evils of psionics.
That's true!
Looking at the Law Level rules of Cepheus Deluxe (which I believe is essentially the same as Traveller), it occurs to me that there's not really a clear delineation of the forbidden weapons and low tech ranged weapons. 1-7 would all be high tech to to modern types. 8 is blades & stunners. It doesn't mention Bows or Crossbows. Would those be considered Bladed weapons, as those would be from the same tech level, but at range instead of melee?
That's a good question. Bows and crossbows aren't listed in The Traveller Book, but they are in Cepheus Deluxe. In the Traveller Book Law Level 6 is no firearms except for shotguns (which Anselm has and would've changed the encounter significantly!), and 7 is no firearms at all. I think I'd rule that low tech ranged weapons would not be allowed at the same law levels as firearms. So law level 6 you *might* be okay walking around with a compound bow across your back, but it wouldn't be allowed at law level 7. Although law level 6 discourages openly carrying any weapon.
IRL it seems to me that bows are less regulated than guns for the simple reason that it's really hard to conceal a bow. But I'm just assuming from what I've seen on TV.
