The weird thing is why you keep calling F#minor the 6th degree. It is clearly the tonal center and 1st degree. This progression is a very basic minor cliche progression used in commercial flamenco as well. Some other genres used it as well despite that it sounds horribly cheesy nowadays, Hit the road jack ,Shape of my heard and so on... In the basic jazz Harmony we do not call the obvious tonal center something else other than 1st drgree even in first 4 bars of Lullaby of Birdland because the idea is dragging listeners in to the tonal center regardless of what ever it was or going to be...
