Just play from above of the list, the side stories are arranged by the time they were released and older ones are simpler in terms of mechanics and maps gimmick compared to the new ones. Mostly.
confusion is a common side effect of literally skipping every bit of text imaginable, you're doing the little challenge modes of the regular maps that's why you're playing the same one multiple times, regular levels go in sequence from IS-1 to IS-10 I believe, if it says something else like IS-QT it's not one of the regular levels
Il Siracusano has obvious buttons on the bottom right corner that simplifies and organizes the entire thing into Story Stages, Normal Stages, EX Stages, and S-Stages. Press around a bit so “EN can’t reads” won’t somehow devolves into “EN is blind”.

you do not get anything from the Siracusa event yet (besides originite prime) only events with the record restoration button will give you something, unfortunately you can't see it until you unlock the event generally any event younger than 2 years does not get record restoration which means the Siracusa event should get it's record restoration in about half a year on the english server

It's not that the levels are the same, it's that you're doing character stories which are harder versions of those levels. Lone Trail has a similiar version, putting extra lore behind challenges and such. You can do Il Siracusano without picking any characters.
The game tells you what level to do when you select the new level, you can check out the stages using the buttons on the bottom left. Il Siracusano is one of my favorites, but it's also extremely confusing so I don't blame you for being confused. Only like, two events have that map style of stage select.

Dossoles Holiday, Under Tides and Stultifera Navis are worth grabbing for their Welfares. Listed in ascending order of difficulty.
There's a little tab on the right side of the event map with a more normal list of stages and story chapters. Also: it's completely ok to skip the story, but make sure you see the final cutscene after beating the boss, there's a hilarious image there you don't want to miss out on.
as for navigation in this event on the right you got circle icons in there, you can tap them to display stages order and move more efficiently cuz the map do get confusing
1:28 the buttons to the right allow you to isolate stage types and select them in order. There is usually a feature like that in map-type event layouts.
On the map for this even if you look on the right side you can see multiples boutons, the first one is the story nodes, the second is the normal stages, the other 2 are for Ex and S stages that's why they are locked for you, it'll make it easier to navigate this event.
On the right side of the map, there's little buttons. The crossed swords should pull up a list of the normal levels, and the film reels are the stories, though I think you may have to alternate doing before op story, then operation, then after operation story. (But yeah, even reading the event properly, I got lost on this map.)

On the right side of the screen in Il Siracusano event, the 2 crossed swords button shows you what the next actual level is. You replayed those stages for extra lore, the worst kind of reward for you.
Fun fact: lappland's last name "saluzzo" is a small ass city in the north of italy. Like less then 20k people live there, i wonder if a developer is from there cause there's no way it was chosen by chance when they could have picked like "rome", or "venice" or any other major city
Clay i think its better to use w s3 and to just get the 3 turrets and turn it off, since its very satisfying to see walter and her turrets lasering everyone with their fluid animations, cause thats what i do, and sharpie crystals have never failed me
Yeah some events are confusing. Most of them are straightforward but the one you picked has character events. Lots of character events. SUPAH might have tricked you because that event rewards a bad operator. I think he got something that helped him recently but for awhile, he was top fail.
honestly I don't get the hate. the mechanics were practically non-existential, and the map wasn't really all that bad (follow the lines, seriously just follow the lines and click the glowly bits) Stultifera Navis still remains the most dogshit event imo. Hate the fishes, hate nervous impairment and fucking hate the nethersea brand.
@MilkyNep That's the thing, Navis was hard, but it was all gameplay with very minimal menu sections. Siracusa was the opposite, lots of menus, less gameplay and a lot of repeated maps over and over again.
