[Defense] Cluster Bomb Treaty - India not signed while USA donates to Ukraine

What is cluster bomb?
- Cluster bomb releases ‘bomblets’ that randomly drop, explode & kill.
- गिरने के बाद छोटे छोटे टुकड़ों में विभाजित हो जाता है और उसमें से और विस्फोट होते हैं
Why are the dangerous?
- Duds / unexploded bomblets can later kill civilians after years. e.g. Afghanistan and Iraq.
- American Bomb: dud rate (2.5%) vs Russian (30-40%)
- फुस्स हो गये टुकड़े, वर्षों बाद नागरिकों की जान ले सकते हैं।
Anything done to Ban cluster bombs?
‘Convention on Cluster Munitions’ (CCM).
- To ban cluster bombs
- Held at Dublin Ireland, 2008
- Joined: 100+ nations.
- NOT joined: U.S., Russia, China, India, Israel, Pakistan and Ukraine and most NATO countries.
- प्रतिबंध करने के लिए एक संधि बनायी गई लेकिन भारत पाकिस्तान अमेरिका इज़राइल आदि ने हस्ताक्षर नहीं किए
Why in news?
- America donating cluster bomb to Ukraine.
- America justifies that
- a) its cluster bomb’s dud rate not less than 2.5% (Russian: 30-40%)
- b) Required to defend Ukraine against Russia
- अमेरिका यूक्रेन को क्लस्टर बम दान में दे रहा है और ये सफ़ाई भी दे रहा है कि इसकी फुस्स होने ख़ुश होने की संभावना काफ़ी कम है।
