This would never be allowed to happen in an asylum centre.

If those flats are owned by the council then good luck with the council doing anything for you.
I've had rats in my council house with the past four and a half months. I've done everything I possibly can to get rid of the rats including blocking every hole I found with steel wool and gripfill and I've had two pest control companies call multiple times.
Whenever I go to the council about it they tell mee it's up to me to get rid of the rats. When I applied to be put on the transfer list after three months of it they rejected my application because they say having rats in my house isn't grounds for a transfer.
I've had rentokil lift all manhole covers in the area a few days ago and they found holes , cracks and broken pipes with rat droppings around those areas where rats have been going through and under the foundation of my house and neighbours houses and going into the attics and walls.
I have rat traps and poison in my attic. I have tamper proof rat traps and tamper proof rat bait stations in my garden.
The council claimed that it's an internal problem before rentokil lifted the manhole covers and they claimed that there's no proof of rats in my house.
I have two pictures of juvenile rats I caught in traps. I put a camera in my attic and I have five videos of rats in my attic in two different areas in my attic.
Rentokil took pictures of most of the holes and damaged pipes and areas where rats are going through into people's houses and my house. They typed up a report and suggested what needs to be done in a pdf and sent it to me via email. I've forwarded the email to the council and four councillors.
The problem of how the rats are getting into my house is an external problem and it's the councils responsibility to fix it.
But the council refuse to do anything.
