Penkovsky is a traitor who committed treason. World war 2 has ended just 14 years prior to Penkovsky becoming a western asset and Soviet Union was still in the recovery mode. Meanwhile, US has benefited economically from the war and sustained much lower human casualties and damages to its infrastructure than Soviet Union.

Question: there is a popular belief that any attempts to recruit Soviet citizens in that period were blocked y CIA chief of counter intelligence, Mr Angelton who believed his own source, certain Golitsyn, and eventually refused to accept any new agents. Infamous Nosenko case came down from this. So how did they bypass Angelton to recruit this guy?

There are other theories like him committing suicide by gunshot to the head. Penkovsky did the most damage to the Soviets and proved instrumental in the American decision making during the Cuban Missile Crisis. It is said that he even advocated to the Western intelligence the idea of smuggling a small tactical bomb and planting it in the Kremlin to decapitate the Soviet leadership.
