Toni Cipriani returned after a long vacation hiding out from a hit he did so MAYBE the cops had him on their radar. Vic Vance starts off as a Military guy. Niko was an immigrant nobody knew at the beginning. Luis was Gay Tony's bodyguard & Business partner. The cops might've had their eyes on Johnny K him being a member of the Lost but then again who knows. Michael was in "witness protection (yeah right)" so only the Dave Norton had his eye on him & Trevor too from a distance. Trevor might have been a wanted man in North Yankton after the heist in the beginning. Idk for sure. Franklin was a repo guy with Lamar at the beginning of V until they killed those rivals in Vespucci Beach then he later does the jewelry store job with Michael this putting himself on the Norton & Haines's radar. So yeah everyone ending up with the cops looking for them but it didn't start out like that like in GTA III. Claude shoulda been on a Top Ten Fugitives List from the get go. 😂

I think the gta 3 cop start acting that way because it was originally programmed to disappear after some minutes but you kept following it and it can’t disappear when you’re around it so it runs out of things to do and just start doing random things…. Personally I spend hours tailing nps in cars to know where they’re going and if they’ll stop at some point Some will pull over in front of a house and come down and just walk away….. some will just drive around the map forever while some will start driving fast and the moment you look away (maybe look behind you or something) they disappear Nice content ✌️

You never notice cops on GTA unless there is a crime or if you go by a police station. They don't patrol the city like in Driver Parallel Lines and stop you for stuff like running red lights. I think they are only put in the game as cannon fodder whenever you wanna break the law. Outside of that, their AI is only designed for conflict with user which is why when you passively interact with them, random crimes occur.

In my opinion, GTA IV was superior in respect to the cops, considering that the cop actually arrested somebody. In GTA V the cops acted more erratic by ramming the car into the walls, and shooting people for no reason. Great video, I had a lot of laughs!
