President Rodrigo Roa Duterte meets with President Vladimir Putin of the Russian Federation at the Polyana 1389 Hotel in Sochi on October 3, 2019.
In his departure statement on 1 October 2019, President Duterte said that the meeting shall take stock of the two countries’ bilateral relations and that he and President Putin shall “identify ways of further intensifying cooperation areas of security and defense, combatting terrorism and violent extremism, and addressing transnational crimes.”
The Chief Executive added that he would take the “opportunity to discuss regional and global developments that impact the Philippines and Russia as key points of convergence of national interests where we can work together.”
This is the fourth meeting between President Duterte and his Russian counterpart. Their first meeting took place at the sidelines of the Asia-Pacific Economic Cooperation (APEC) Summit in Peru last November 2016, followed by the two leaders’ bilateral meeting in Russia on May 2017 during President Duterte’s official visit. Both leaders met again in November that same year at the sidelines of the APEC Summit in Vietnam.

I feel categorizing or naming doesn't work. China's system is a very socialist with Chinese characteristics or some sense of state controlled capitalist economy. While the Chinese administration is more like a regional totalitarian system. And then USA is more like crony capitalism unfortunately with administration that is like a centralized dictatorship. Donald Trump was outside this circle of aligned presidencies. The NSA and government agencies are tapped into Facebook, whatsapp, etc. and have massive surveillance, there is no longer this freedom, but the sense of freedom is still there according to citizens of USA. The beautiful country of USA has drifted over time from its foundational principles laid out by their forefathers. I wouldn't just name countries on these elementary categories, such as socialist, capitalist, or communist. This is not good or evil comparison. It is a country's own perpetual natural growth and tendency to the system which works best for them. Let's say 1000 years from now, I can doubt that we can say Adam Smith's ideas will still be formidable. There will be future intellectuals and national strategists which will analyze systems that we don't foresee. In other words, categorizing in this modern day with remarks from Karl Marx or Adam Smith serves no purpose in this context. And the ideas are way too outdated while today's children are learning about these systems as early as primary school.

Duterte means well for his country and he really seems to care for overall development of it.
It is a very good move that Dutertes government is tightening their relations with Russia and China.
