So much Mesopotamian literature refers to the people of the city as the "sheepfold", so that seems like a very powerful symbol of ruler-ship. She mentions that Dumuzi is a shepherd, so I think this is showing Puabi as a representative of his. So cool!

The leaves and rosettes = The devotion of animals say goat and sheep feeding on the rosettes and dependant on the head person or thing) The ring-lets go around and around, when you move around the ring-lets it will come back to itself of never ending circles, the symbolic meaning = forever flowing of (animal) wealth and survival. I would say the Sumerians came from the region of Elam modern day Iran where women still wear very similar traditional headdress and Sumerians were not native to Arab Semites from Iraq.

She said the flowers are a kind of visual pun, because Inanna is also represented by a star or stars. So they are flowers whilst also being symbolic of Inanna.
