She isn't, she's mainly there cause of Popoi, who acted as Fever's final boss. The idea is 3 final bosses from the earlier games vs the new one (in this case, Satan/Dark Prince, Ms. Accord/Popoi, and Ecolo vs Rafisol)

@@tyler_3183 The thing is, Ecolo does her job but better since he does it overall with his spell. Granted it's like 80 MP but even then, there's also Witch who does the exact same thing when it comes to increasing the healing you get from popping any type of puyos, while Accord is only for blue puyos.
