After losing to Ginka once, Ryuga was always depicted as being stronger and having a better understanding of his bey then Ginka did. So, I think the rivalry was portayed as being less equal overall, then Ginka and Kyoya's rivalry was. Would be interesting to see a video on Reiji and how he was the most sadistic villain in the Metal Saga and why that helped make the Battle Bladers arc as good as it was!

He lost because he did not possess Cosmic Tornado at that point of time. Similarly, in Metal Masters, Gingka did not have the special move Stardust Driver. Plus, remember that Gingka's ultimate strength came through the bonds he had. Whenever the time came to truly use that power (against Ryuga, against Rago, against Kyoya, and perhaps against Damian), he never lost.

The way I see it is that Kyoya went from being an asshole midboss, nothing more than a punk with ego, to Ginga’s Lancer in the first season. Second season rolls around, Kyoya is still spicy but his lancer status is exchanged for Ginga’s greatest friendly rival. Kyoya wants to win, and he pushes himself, he didn’t join Japan’s team specifically so he could fight Ginga in the tournament. His lancer status as Ginga’s strongest and steadfast ally doesn’t come into effect until Dogi decides he wants to sell a weapon of mass destruction. The tournament is over, what matters most is stopping the bad guy. Then he falls into a traditional lancer status in the third season and acts as a grump with a honorable heart (he doesn’t do a whole lot that is focused on him) Ryuga by comparison goes from full on antagonist ultimate final boss in season one, full 3 act breakdown with the dark power turning on him. Then second season shows up he’s more a force of nature. He represents the true peak of power in beyblade but cannot be tamed or reasoned with conventionally. He literally fights Tsubasa because the dark power reminds him of how flawed that crutch was (giving Tsubasa good advice while he was at it) then he duels Ginga because that’s the only person he ever lost too. So his respect for Ginga is high but he’s unimpressed with Ginga’s current state citing (you’re not taking full advantage of what Pegasus can do) then he dips, encounters Dogi’s stooges, gets angry and goes on the warpath because “Nobody is taking advantage of me you loser.” And proceeds to rip apart the base before leaving. Season 3, again force of nature but is even less impressed by Ginga. Kenta tags along the journey, Ryuga respects Kenta, tries to solo nemesis and fails, proceeds to give life force to Kenta. TLDR: it’s Kyoya. And he peaked in season 2.

And in the japanese sub at the last scene he does call kyoya his greatest rival. Its also important to note that the only times rayuga ever beat ginga and kyoya where when he had the dark power or when he mastered his bey while they didnt. Kyoya actually won againt rayuga in fusion and he has feats that put him over ginga in masters. Lastly rayugas worst showing is the fact that KENTA was able to SCAR L DRAGO pre becoming a legend blader. So that means all the legend bladers would be able to do that and more including kyoya end of series who beat all of them including flash sagitario who scales higher. Rayugas l drago can no longer absorb power just from contact with a bet or move he is now limited to spin steal from the rubber which is a big nerf to his hax as kyoya has moves like crashing fang/reverse wind that dont strike at the fision wheel. That said if EOS lyoya fought rayuga win or lose it would be extreme diff.
