His goal was to starve Chaos. To do that he needed to conquer and reunite all of humanity and force the "imperial truth" on everyone. Not telling the primarchs about Chaos was a mistake though. He still seeks to destroy Chaos but now it requires an entirely different approach, which is to empower himself with faith-based worship of trillions.
Even the Eldar (oops, I mean the Aeldari) foresaw problems and tried to warn him, with no effect. Lorgar and his World Eaters had created a cult around the Emperor but he brutally suppressed it in the most humiliating way, must to the misgivings of his generals. He alienated a lot of his Primarchs (actually just about all of them), who in turn vented their frustrations (and personal hubris) by mistreating their Astartes (looking at you, Angron) and then finally rebelling against him (looking at you Horus). After watching videos on the God-Emperor of Dune, who oppressed Mankind to condition them to scatter and refuse to submit to central authority in order to protect them from the Thinking Machines seeking to hunt them down, I'm wondering if this is past of the Emperor's ultimate plan, too.
I haven’t listen yet but from listening to thousands of hours of warhammer lore I’d say it was part of the plan. Maybe not plan A but even before he’s out on the golden throne he said it’s a burden he knew he’d have to bear but lighter than he imagined which is crazy because he’s in eternal pain haha. I don’t see any other way around it since he has foresight. He made a vacuum space for god worship and became an entity of the warp where we know from chaos gods. The most people worship them the stronger they become. Why Korn is the strongest due to all the blood shed there has been. Blood for the blood god. So it seems either he knew the entire time or it became clear to him this was a path if the main one didn’t work. After magnus ruined the web way there was only one way but that’s me.
The Emperor of Humanity made plenty of mistakes that doomed all of the galaxy to eternal war or endless battles on a constance basis. All he should have done is tell people the truth; let all of humanity know that he is fighting against chaos, orks, and anything that threatens humans. Tell his sons what the end goal is. Overall, the Emperor messed up greatly.
