No, it isn't. Angels can train mortals. That's how they make god of destruction. Whis didn't stop merus just because he was training goku. He stopped merus because merus was about to show angel's true power to goku and fight seriously and it's not allowed. Whis and grand priest knew from the beginning that merus is traing goku. They didn't stop him. Whis only stopped merus when he was about to break the rules.

Where's Beerus' favourite place to eat? The only thing that worries me with this is Beerus going to Earth and Moro somehow beating him. After years of doing nothing, that'll piss a lot of people off. If anything, Moro would have to escape if they don't want Beerus winning.

Beerus may have ordered it, but only after Whis made the suggestion. BUT, it was purely for his own and Beerus' selfish reason (food) and not out of sympathy for the z fighters in any way, so I don't think it counts as breaking the rules in this case.
I feel like grand priest is with meerus on this. Wouldn't be surprised that either "no interference" rule was made like a test for his children and grand priest wants them to break it or grand priest agrees with meerus actions in guiding mortals, but doesn't act himself because he has so much faith in his youngest son.
So I'm not reading the manga, but I keep getting these little tidbits from websites and videos. A thought just occurred to me. There are 12 universes, right? 1 angel for each of them, except Merus. That would make Merus the 13th angel. Now, in many cultures, the number 13 is considered an unlucky or negative number, and the 13th in a set will sometimes be different or negative compared to the rest. So we have Merus, the 13th angel, who doesn't subscribe to the same morals and rules of the other impartial angels, he gets emotional. Does this narrative give anyone else Lucifer vibes?

Beerus may have ordered it, but only after Whis made the suggestion. BUT, it was purely for his own and Beerus' selfish reason (food) and not out of sympathy for the z fighters in any way, so I don't think it counts as breaking the rules in this case.

I feel like grand priest is with meerus on this. Wouldn't be surprised that either "no interference" rule was made like a test for his children and grand priest wants them to break it or grand priest agrees with meerus actions in guiding mortals, but doesn't act himself because he has so much faith in his youngest son.
So I'm not reading the manga, but I keep getting these little tidbits from websites and videos. A thought just occurred to me. There are 12 universes, right? 1 angel for each of them, except Merus. That would make Merus the 13th angel. Now, in many cultures, the number 13 is considered an unlucky or negative number, and the 13th in a set will sometimes be different or negative compared to the rest. So we have Merus, the 13th angel, who doesn't subscribe to the same morals and rules of the other impartial angels, he gets emotional. Does this narrative give anyone else Lucifer vibes?

My theory is that whis could have made Goku master MUI but hr didnt since its forbidden he just was giving hints about it and told them about it and meerus trained him till he mastered omen ui since he didnt know about the rules and whis has soo much more experience
