Gas masks coming before weaponized gas actually makes sense, since the inspiration for weaponized gas is from chemical accidents in factories that killed a bunch of people.
So I can easily imagine they had gas-masks for factory workers.

I have a stratgy for GWR Germany where I
-hire mackenson
-build calvery
-and add mortars (I think) to the calvery division
and this pretty much gives you early tanks.

Fun fact for everyone. And Alex,
1st, Schlieffen dies over a year before the war so I was surprised when you gave him command
2nd. Gas and chemical warfare in general during WW1 never contributed to any tactical or strategic victory and never once gave the side using it (both sides) in advantage in any way during a battle. All it did was add to the suffering. So for that, this gas addition to the mod is baloney. THATS WHAT I SAY
