Hello Sir,
I worked in state govt. Laboratory, and yes you are right, the conditions of these laboratories are pathetic. Even if a good Laboratory Personnel try to work their, he/she have to manage and pressurized to work in such conditions. On speaking about the buying of new instruments, the management simply says, they are out of funds.
But recently many changes are been made. Now, our state govt laboratories had applied for NABL accreditation.
Hope everything turns out to be fruitful.
