Why not? There are several methods of missing climate and hydtological data starting from method from Arthemetic mean method to the recent Artificial Neural Network which is latest method.

I recommend you Inverse distance weighting method is best for you according to your data

Transpose might create error on prediction. You rearrange the data with similar months to compute the missing value.

Mostly 500 imputations are suggested. You can site articles but 500 number of imputation is enough.
There is no standard. If you increase the number of imputations the effect on the result is less.
