I checked her technical score, I think the problem was that she received some negative GOEs on some of the jumps (2A+2T, 2A+3S) and the spins,plus the fall on the double salchow, and even the jumps that she landed well didn't get very high marks... I think it's also a matter of reputation, nowadays for the same jumps she'd definitely get better marks!
ManuelPabloArnao Well she missed the second part of her double axel combination, missed the triple salchow, botched the flying sit spin and the combination spin at the end was atrociously slow. She certainly did not get high levels for her spins and definitely lost points on execution. Started out the program with real punch but really struggled in the second half. Certainly that was enough to drag down her score to mid-50's rather than mid-60's.
Irina Slutskaya was the Queen of Europeans back on the day with a solidified reputation and a status as a Gold Medal Favorite at the then upcoming Olympic Games in Torino, so them judges wanted to make sure she was the de facto winner and assure her a 7th title.
Her speed back in the day was astounding.

Guess the judges weren't up to put Slutskaya's 7th European gold in risk.
