It's openweight I guess. Those guys that seem little are super strong. I mean, generally speaking judokas lift weights similar to their weight class. But these guys lift weights way higher than them. Technique + strength+ taking advantage of shorter stature. That's why you see these small guys taking down heavier dudes.
