I think men are often worried about touching women in case it's interpreted as assault etc. this especially might apply when bystanders aren't trained and perform unconscious risk benefit calculation for the situation "Im scared, i might make it worse, I might block a person better able, i might be misunderstood". Do a free online course or better, get training at work to be a first aider. It helps.
