I was having similar issues with the various "matte" varnishes available (Citadel, Testors, Rustoleum, et al), so I picked up AK Interactive's Ultra Matte Varnish, and it worked a charm. It's designed for either airbrush, or brush and I do the latter as I don't own an airbrush.
Back when I first started painting, back in the stone age, when we had seelers or varnishes that stayed glossy after drying we would mix talcum powder into it and it worked like a charm.
Somewhere, also in a bit of a fever dream, I feel I have a Japanese book that has photos of all sorts of figures from the line. Now I'll have to go hunt it down...

Now that's a deep cut! I haven't heard about the talcum powder in possibly DECADES! It all came flooding back now! Wow.
