I think his curse is to be away from his family. Yeah he can come to shore and be with them once every ten years, but for the rest of that time he’s a slave to his duty. His being a good man makes sure of that too. And the hurt he must feel knowing he can never be with his family is the true curse. They’ll die, and he’ll still be out there for the rest of time.
The most common fan theory is that it's his punishment for occasional detour to save Henry's life instead of neutrally wandering around the see and collect souls as he's supposed to.

Even though he couldn’t step on land he should’ve definitely came in and helped Henry in any way he could, just like what Boostrap did for Will. Will just sitting around and doing absolutely nothing while Henry almost dies severely times makes him a terrible father. Also, I think the main reason why Orlando Bloom had very little to do in this film was because Disney was too cheap to pay him and Kiera for bigger roles, so they just used them for cameos and clapping

We all know the Captain and the crew of the Flying Dutchmen turn into sea creatures if they stop doing their duties (reaping the souls of those who died at the sea). We also know that Will Turner would have NEVER stopped doing his duties. So, I got a theory to excuse the lazy writing. The Flying Dutchman gets its crew by finding those who are dying at the sea (Bootstrap summoned Jones to get rid of his fate at the bottom of the sea, Jack also did it when the Pearl was sunk the first and he was dying). Henry drowns himself in order to see his father, who's bounded to appear when he's summoned at the time the child is dying. Henry says that it's not the first time he's done this and he'll keep doing it. But everytime he's saved Henry, Will doesn't take him as part of the crew. He just appears to save and let him go, over and over again. Maybe that's the reason he's got barnacles all over him and the crew seemed to be angry to be cursed again (he tells Henry "they're coming, they know you're here"). Maybe part of the duties as Captain of the Flying Dutchman are also to make the deal of taking the souls of those who are saved for 100 years. Or if they don't accept, get rid of them by leaving them to die, or killing them (like Davy Jones does in Dead Man's Chest). Now, I can't excuse why at begining, in Henry's writings it says that it's been 8 years since Will has been cursed and in the post-credits scenes form At World's End, 10 years after the curse, Will seems to be just fine.

If this is meant to imply the dutchman just curses it's captains then that completely goes against what we learned about it not to mention in the after credit scene of (At Worlds End) it shows Will coming back So which is it Disney? But if were being honest they had no idea what plot to give it and they knew how much we loved Will Turner from the previous movies so they just handpick that because they didn't have any other ideas
