Yeah Wind Waker was the first game to have real hints of anything remotely romantic between Link and Zelda though given their descendants in Spirit Tracks seem oblivious of each other its highly unlikely that anything really developed. Skyward Sword, BOTW, and TOTK literally do everything but outright state they are in love.
