It wouldn’t fit properly when cut together, the crotch for the pack piece should be larger than the crotch for the front piece, so the butt can fit well.

How did you take the measurement of shoulder to crotch? And can I add 4inches of allowance. And add less to the crotch

I placed the take vertically from her shoulder to her crotch.
You can add four inches allowance, but it can only have a good fitting if you will be using a detachable belt.
And for the crotch just add 6" extra allowance
