What's the base name?
Looks like no maintenance has been done on the airframe in a long long time. So much rust on the wings, paint falling off at points. I thought IAF maintained their birds well.
Its a military aircraft. Cosmetic maintainence isn't required unless its a major overhaul
they are meant to look like that...dull and grey,these are not commercial jets to woo passengers .

Nobody maintains their military hardware like Japan does. Even their 50 year old F-4 looks so nice in photos & videos.
Indian militaries are probably the worst amongs all big budget militaries. This is their legacy of colonial era chaploosi tradition.
