The sustain pedal is not used.
The effect is achieved by holding down the syncopated (anticipated
beat) notes for their full durations. To use the sustain pedal for this
purpose destroys the musicality of the piece.

[iii] Avoid playing too fast. Ragtime should be played at slow march tempo.
Winn's Practical Method of Popular Music: Rag and Jazz Piano Playing. [1913 ~ 1920].
This piece is printed in Common 4-4 time, to be played in the
manner of 2-2 (i.e. with a medium accent on the third beat). Just as in 2-4 ragtime,
there are 4 beats per measure and played at the same pace.
The tempo of this two-step is marked "Slow"
"Slow march time" was generally between 90 and 110. That would be a suitable
tempo to accompany the two-step, which was the basic ragtime dance of these years.
"Very slow march time" (such as Joplin's Wall Street Rag of 1909) would be 70 to 90, a bit slow for the two step, but perhaps appropriate for the more involved cakewalk.

I play this early slow two-step at a cakewalk tempo of about 75bpm.
