nargissm For Pasadena City Hall I believe you don’t need a permit. We’ve never encountered any sort of security telling us otherwise. The only thing is that because of that reason it’s usually fairly crowded. However if you go upstairs into any corner it’s gonna look pretty much the same anywhere are you shoot. I hope that helps :)
