I’m a cat adjuster so I see tons a roofs all over the US. IMO you are correct. Most of it appears to be blistering and minor UV degradation. I believe you made the right call, as you only had 3-4 maybes and it’s never easy for anyone to look at 4 maybes and feel good about throwing the shingles in the landfill if they still have good life in them.
I’d call it desperate ripoff artist. They never come to my house, even though it’s obviously in need of a new roof, but they pester the living daylights out of my neighbors in much larger houses.
