I'm intrigued by that charging cable which you showed. It has only 5 pins, where most of the ones which I've seen have 7. What's the difference?

You in the UK?
Is the 12V battery charged and ok? That's always the first thing to check. The 12V must be at least 12 volts to allow the charging to work.
Also try a reset by pulling the large brown fuse under the gear selector.
