I'd be very interested to know who decided the standard for EIB care under fire should be to move and then tourniquet instead of tourniquet and then move.
CAT should ALWAYS be pre-staged so it can be applied faster over any sized limb. Check with experienced medical personnel as to how to properly pre-stage a tourniquet, very easy to do and does save time particularly when dealing with larger limbs.
