This is criminal how manufacturers get away with this. There should be a universal law all car headlights bulb should have large access so anyone even women can easily replace them on the road side.
A Hyundai Elantra video (by Apraku’s TV) shows the headlight can be changed by turning the wheel inward, loosening the mid guard in the wheel wheel and sticking your hand in to detach the connector. Dunno if it works for Ioniq
I paid 800 Dollars for the essembly. If I decide to make them do it I'm out another 220. 1020 dollar head light. This is insane. Never buying a hyundai again
The H7 bulb not sure the connection inside, maybe use clip or screw. If screw have to lossen the bumper. If clip, small hand can go in if know where to unclip and do the removal. Safe side , better loosen the bumper and push the headlight out and tilt it.
It would be easier to sell the car than change a headlight.

Why is the ballast removed ? Does it need to be changed

If ya have the H7 bulb you still have to loosen the bumper but can just tilt the headlight after unhooking it from the bottom holder
