That's old school claptrap. You can cleanup so long as you have the speed for the next flap setting. It includes 30 degrees of bank plus 5 degrees of overshoot. We cleanup on turning departures all of the time.
Flaps have to be extended on takeoff to give lift to the wing. Without them the plane would not have gotten off the ground (there has been a number of accidents where pilots forgot to extend the flaps and couldn't get the plane off the ground).

I always thought the flaps were suppose to be retracted at takeoff. Then extended at the time they are landing? He had them extended at takeoff
