where's to get creation weapon? is it from gacha?

I believe it's chapter 10 "Borne by Wishes" where you can get Creation (it's a "secret" drop)

someone beat me to it but yes! it's what Hugo said. an additional note is that unlike the new secret equips grind where you need rayas, creation farming doesn't require rayas to be in the party
