Those are aeolian sounds for the woodwinds (mainly the flutes, I believe); the little attacks might be some "pizz" or light slap sounds on the winds as well, or crini/legno battuto on strings. This is on top of some harmony on the low strings, and a bit later violins (possibly violas too?) are also scraping the strings with the bow, or doing some circular bow movements. It's really really well crafted, and the whole piece shows this level of attention to detail in building the sounds. A masterpiece indeed.
