In my opinion there is no financial discipline in Manipur since 1947 till now so it will be so great if we review our financial discipline together with all of the indegenious tribes of Manipur so that a mutual understanding is maintained with a futuristic hope. Thank you
Equal seats need to be given to all the communities if there is upper house...we see there is a big problem and communal thoughts because Meiteis have 40 MLA seats and Nagas +Kukis have only 20 seats according to population it could have been 35 seats for Meiteis who are general/25 seats for tribals in legislative assembly

In my opinion instead of having upper house in the state like Manipur it would be more feasible to upgrade the local self government both in the hills & valley.

Small state with small population has got 60 MLAs already. Reduce the MLAs to 40 , then Central Govt may consider the proposal. In UP/Bihar, Manipur like population has only 10-13 MLAs.

If the Budget is same for the Hills and Valley then there comes a Peace and Tranquility in the States. Hills needs more Representatives equal to Valley if not, Hills has no more chances of CM in the state too. Kayamuk meeting fhamrasu oiraroi if the representatives is not equal be it Hills and Valley.
But doesn't that depend on factors?
Such as population?
Valley region is very densely populated, have more electoral boundaries so the budget will ofcourse be different.
And the difference in representation is systematic because 31% of the Seats are reserved for ST which set up a delimitation. So unless everyone becomes ST in the state.. i don't think Hills can have more then 20 seats according to the Indian Law.
