Many things were brought up to light in this budget for example employment and benefits to startups etc, so yeah they had to take away the money from somewhere else which turned out to be from Investors. And for ordinary people nothing much will change unless they are into investment and that sort of stuff. "Reallocation" is the only thing anyone should not forget on any budget announcement

Chidambram's tenure was 1.75% and the 12% you're talking about was just a spike due to the "Global financial crisis" you cannot blame a finance minister for the global financial crisis and increasing commodities prices at a global scale. The thing that worries me is that at his moment there is no global crisis in financials as well as commodities prices are falling globally while the inflation is rising in India.
