While I think this could also work as a S3 episode, but it also fits well in Series 4 (not to mention merging these two stories to form one narrative is superb!). Even the editing is great too!

Maybe they were too long or to complicated to produce? Someone like Neil or the Culdee Fell Engines were probably much easier to do as they were small engines, instead of a full high speed set
Never would have thought of combining all three of the other stories in the book into one episode, but it works surprisingly well!
