In the month of Jan-March they will announce Yatra details including date of registration,starting date of online application,opening date of yatra & closing)..Mostly it will be May-June was registration time & medical certa to be taken within 1 r 2 months before the date of yatra.
Both Pahalgam & Baltal base camp itself facilities available bt i think you need to get it from Srinagar r jammu state gov/pvt hospital for foreigner’s
As per 2022 service Baltal to holycave oneway 4950 & 2way 9490 , Pahalgam to holycave direct service rarely available bt with same cost Bt distance & duration may differ
