I tried looking it up with reverse image search in saucenao, the artists name was ねこそ (Nekoso, as translated though Google), unfortunately it seems that the piece of earthbound art got deleted along with the artist's account in question at some point in time when I tried clicking on their pixiv though saucenao. I hope I solved your problem even though I'm a year late and the art got deleted.
