The effect is pretty easy, actually! Record your voice, then duplicate the track twice so you have 3 tracks. Make one of them 20% higher pitch, one 20% lower pitch, and keep one the same. Then make pitch-shifted tracks a bit quieter than the original and mix them together.

I think it was around -3 or -4db? I remember making the deeper pitch slightly louder than the higher pitch. You can play around with it to get the sound you’re looking for. It’s also important to get the tone, pitch, etc of the original recording correct, which is just a matter of listening to the Sonic Heroes voice clips and doing your best impression of Jon St. John.

This is a very next level joke. I’m not sure how many caught on but here’s what slayed me: When asked for pronouns, Omega listed their specs, when asked about their specs, Omega listed their pronouns. This implies a memory write error, a common error in a lot of computer products. You typically see it in windows an intel products. The lying of specs also subtly implies that Omega is conscientious of their specs. The equivalent joke for a human would a lying about certain aspects of their body. When confronted on this lie, Omega ended up listing their pronouns, not to obfuscate the lie, but because Omega is actually broken in a way a computer would be. Rogue actually correctly understood how Omega was broken, being the computer gal in this skit and responded appropriately to Shadow’s statement. Shadow failed to understand how he was correct and ended up revealing this in trying to correct Rougue in his attempt to be smug and condescending.

The effects on Omega are so good! How did you get it so close to NVIDIA GeForce RTX 2060 Intel Core i5-10400F CPU 16.0 GB RAMs original voice actor? I've always missed Omega's Heroes era voice, plus I'd love to know how to do an effect like this myself.
The effect is pretty easy, actually! Record your voice, then duplicate the track twice so you have 3 tracks. Make one of them 20% higher pitch, one 20% lower pitch, and keep one the same. Then make pitch-shifted tracks a bit quieter than the original and mix them together.

When you say a "bit" quieter, how much quieter do you make them?
I think it was around -3 or -4db? I remember making the deeper pitch slightly louder than the higher pitch. You can play around with it to get the sound you’re looking for. It’s also important to get the tone, pitch, etc of the original recording correct, which is just a matter of listening to the Sonic Heroes voice clips and doing your best impression of Jon St. John.

Allegedly it's because the entire game was so rushed that the sound editors simply forgot or didn't have time to apply the proper filter to Omega's voice.
This is a very next level joke. I’m not sure how many caught on but here’s what slayed me:
When asked for pronouns, Omega listed their specs, when asked about their specs, Omega listed their pronouns.
This implies a memory write error, a common error in a lot of computer products. You typically see it in windows an intel products.
The lying of specs also subtly implies that Omega is conscientious of their specs. The equivalent joke for a human would a lying about certain aspects of their body.
When confronted on this lie, Omega ended up listing their pronouns, not to obfuscate the lie, but because Omega is actually broken in a way a computer would be.
Rogue actually correctly understood how Omega was broken, being the computer gal in this skit and responded appropriately to Shadow’s statement.
Shadow failed to understand how he was correct and ended up revealing this in trying to correct Rougue in his attempt to be smug and condescending.
