That tag is not a lockout tagout. That is a serial number tag that the power company puts on. So they know if anyone tampers with the equipment. They usually charge a massive fee anytime those are cut off becauae those on the meter is how they have made sure that nobody has bypass the meter lugs to get free power. So when they put the meter on they then snap on the ring and then that serial tag. And then if the next time they come and read the meter or perform service or do a random inspection if that tag is gone they then have to pull the meter to verify that nothing was altered, and then they also issue a massive tag fine and it is actually illegal to cut those and you could be facing jail time as it is altering a public utility infrastructure. That is for at least at houses. I don't know what it is for a traffic signal, using is making sure that no one is tampering with the stuff. But you also don't want to leave the breaker pan on just open with no locks or anything, because you didn't have some random person walking down the street walk over and flip the breaker and kill the entire intersection. I've never seen a breaker on the outside of the cabinet. Most the time it's just the meter pretty high up about 8 ft in the air and it's just on 2x 90° fittings that have it connected to the poll and then the breaker is actually a din rail mounted breaker assembly inside the cabinet. That way only proper personnel who have access to the cabinet can kill the power to the intersection

And those fines and criminal offenses usually come from actually trying to fake out meter (hard to do with new smart meters) or worse like suppling power to it when the powers out. When it comes to public safety though it’s whoever responses first to the situation to do whatever it takes to ensure public safety. I absolutely hate when the meter is mounted directly to the cabinet but it’s still really common just not recommended anymore. The power company can get mad all they want but when it comes to getting roadway, bridge navigational, or signal lighting back up and running legal action is out of the question at that point. Again never recommended unless it’s an emergency or communication with the power company has been established about what you’re doing.

Or nowadays as hes shown us. There is zones a camera reads. So maybe slow rolling though the zones makes it trigger the green, as it thinks theres multiple cars. @2:33 If you change the baud rate on the port of your laptop to 38400 baud you will have faster downloads en uploads to and from your device 🙂 The controller seems to support it.... and your laptop should def support it... sometimes that communication can still fail though... it's a bit of trail and error. The weakest link should be the controller in this case. You usually do not break anything trying..... it's just setting the speed it sends data back and forth.... changing it back will make it able to read it in case it does not work.
Sometimes you just do what you know will work even if it takes a few seconds longer. Because if it doesn't work then it may take even longer to remember you changed to a faster baud rate then change both devices back to the slower speed.

Back in the old days we kept seeing gravity pull the plug pins away from the jack pins ~ fixed by flipping over the jacks. Now see plugs too small for the jacks and also pins losing spring pressure > guessing poor design and materials... Have fun tonight!

Every traffic signal I've seen alternates which light is lit (red or yellow) or which direction is lit (in the case of a 3/4 way stop) when on flash, but I noticed your signal has both the red and yellow lights on all the directions lit at the same time when on flash. Is there a convention for that? A jurisdiction ruling? Just a personal preference?
It depends on the directive written for the intersection. Typically our intersections in my state NJ will flash yellow for movement deemed right of way and red for the secondary. Not all intersections are equal the timing directive is the law of how the intersection operates. Also the flash should alternate at 60hz I believe. Yellow on red off, red on yellow off.
