It’s great that your power Bank’s housing is very easy to open up. How can you do a small charge like what you did for a powerbank that can’t be opened up?
There are countless of videos out there, you always want to set the meter to measure the highest possible voltage and then click down till you are at the right level. If you know what the max voltage you can have is you can set it directly to the correct voltage. And you need to keep in mind that there is AC and DC, in case of the powerbank we have DC. But straight from the wall you want to measure in AC.

When I try to charge through the micro USB, the charging leds light up though, it shows as being almost full. Any ideas how I could fix it? It has been sitting unused for a couple of years if it helps.
What happens if you take rc 7.2v battery and try to charge a dead 18650 battery bank? Will the dead battery revive but the charging system that the 18650 is connected to get fried? I did just this and while I got the 18650 to record 4v from 0v after 30 seconds. I smelled other portions of the charging system burned. I have it charging now (outside in case it explodes) and it indicates charging but not exactly sure what the burning is from... (Cables or other)? Advice? Should I chuck it since unsafe now?

Hi Quang, that's not true. Short circuit is when you connect the negative to the positive of the SAME battery. Parallel charging method is not short circuit. You can still revive a 0 Volt battery. Most likely 0V batteries are dead as Li-ion cells do not like to be that much discharged. And to answer your other question about my UA-cam user name, you are correct.

What happened is that I was able to get it to about 1.2 V after 20sec attached to a working cell but the voltage kept dropping back down to eventually reach 0 V. Furthermore the battery kept heating up while discharging.
quangvietkieu Two things that would hint you have a bad battery when you try this method: 1. The voltage drops too fast after you unplug the charging wires. 2. The battery heats up. These 2 things usually go together and that means your battery cannot be revived.

I haven't tried a Ryobi 40V. I did try the 18V and it was a little bit tricky. The circuit board actually prevents you from parallel charging. So you will need to bypass the circuit board and charge the battery directly. I did a video on it a while back. You can find it in my video list.

Repeat the jump start process and try to get the voltage up to 1.8V or even 2.0V sometimes that is the cut-off
