The early Church didn't start referring to Rome as Babylon until sometime after the destruction of Jerusalem in 70 AD. What we do know is there were still a lot of Jews living in the Babylon area (modern-day Iraq) who never came back to Jerusalem after Nebuchadnezzar's captivity. It is quite possible that Peter went to Babylon at some point to minister to the circumcision who were living there. I know this idea runs counter to Western Christian thought and teaching, but I am convinced we believe a lot of wrong stuff and this is one example.

I wonder if Peter is writing to his son. (Not sure if he had children) Commas can be used to add something but if the section is taken out then the sentence still works. so maybe "She who is at Babylon sends you greetings my son." and the rest adds to the sentence? Definitely interesting to think about
Has anyone considered that she is the church in Jerusalem? There seems to have been more persecution to the believers from the Jewish unbelievers than from Rome. Even Paul thought he stood a better chance with Ceaser than with the Jews.

Galatians 4: 25Now Hagar stands for Mount Sinai in Arabia and corresponds to the present city of Jerusalem, because Hagar is in slavery with her children. 26But the Jerusalem that is above is free, and she is our mother.
